Use and Value of Malaysian Driving Licenses Overseas

Updated September 2026

FAQ

1.Can a P license be used in Singapore?

No. Malaysia's P license (probationary license) is only valid for domestic driving and is not recognized in Singapore. Singapore requires foreign license holders to hold a full license (CDL) and have resided in Singapore for no more than 12 months to drive; a P license does not meet these conditions. It is recommended to first convert to a full license, then apply for an International Driving Permit (IDP) or process a Singapore license conversion.

2.Can a P license be used in Thailand?

No. Thailand does not recognize Malaysia's P license (probationary license) and only accepts a full license accompanied by an International Driving Permit (IDP) or a Thai-recognized translation. P license holders must complete the probationary period in Malaysia (usually 2 years) to obtain a full license before applying for an IDP to drive legally in Thailand.

3.Can a P license be used in China?

No. China does not recognize Malaysia's P license (probationary license) and does not accept International Driving Permits (IDP). P license holders must first convert to a full Malaysian license, then go through China's vehicle management office foreign license conversion procedure (requiring passing Subject 1 exam) to obtain a Chinese license before driving legally.

4.Is a Malaysian driving test license recognized back home?

Yes, it is recognized, but a conversion procedure is required. Chinese citizens holding a full Malaysian license can return to China and apply to convert it to a Chinese license at the vehicle management office in their household registration or residence location, using the original license, notarized translation, passport, and residence proof, and must pass the Subject 1 exam. A P license (probationary license) is not recognized and must first be converted to a full license.

5.Is a Malaysian driving test license recognized in other countries?

A full Malaysian license is generally accepted for direct use or short-term driving in ASEAN member states (e.g., Singapore, Thailand, Indonesia) and Commonwealth countries (e.g., UK, Australia). In other countries, it requires an International Driving Permit (IDP), issued by Malaysia's JPJ with a 1-year validity. A P license (probationary license) is not internationally recognized and must first be converted to a full license.

6.Can a Malaysian license be used in China?

It cannot be used directly. Malaysian license holders must take China's Subject 1 (theory) exam and pass it to convert to a Chinese license. Applicants must provide their passport, residence permit, original Malaysian license, and notarized translation, and process it at the local vehicle management office. The exam covers Chinese traffic regulations, so advance study is recommended.

7.Can a Malaysian license be used in Hong Kong?

Yes, for short-term use. Malaysian license holders can drive in Hong Kong for up to 12 months without converting to a local license. For long-term residence, they should apply for an exemption-based full license conversion with Hong Kong's Transport Department within 12 months of arrival, submitting their passport, original Malaysian license, translation, and address proof.

8.Can a Malaysian license be used in Macau?

Yes, but registration is required. Macau's Transport Bureau recognizes full Malaysian licenses; holders must register at the Transport Bureau within 14 days of entry to obtain a 1-year driving permit. A P license (probationary license) is not recognized and must first be converted to a full license.

9.Can a Malaysian driving license be used in Taiwan?

Yes, for short-term use. Malaysian license holders can drive in Taiwan for up to 30 days, after which they must apply to the Taiwan Motor Vehicles Office to exchange for a local license. Application requires the original Malaysian license, passport, residence permit, and medical examination certificate, plus a written test (no road test needed). It's advisable to prepare a notarized Chinese translation of the license in advance.

10.Can a Malaysian driving license be used in Vietnam?

Yes, but requires conversion. Vietnam recognizes official Malaysian licenses; holders must apply to the Vietnamese transport authority with the original license, notarized translation, and passport/visa to exchange for a Vietnamese license, usually without a test. The P license (probationary) is not recognized and must first be converted to a full license.

11.Can a Malaysian driving license be used in Indonesia?

Yes, but requires conversion. Indonesia recognizes official Malaysian licenses; holders can apply to the Indonesian police traffic department after entry with the original license and translation to exchange for an Indonesian license, valid for the same period as the Malaysian one. The P license is not recognized and must first be converted to a full license.

12.Can a Malaysian driving license be used in the Philippines?

Yes, but requires conversion. The Philippines recognizes official Malaysian licenses; holders can drive for up to 90 days after entry with the original license and translation, but beyond that must apply to the Land Transportation Office (LTO) to exchange for a local license. The P license is not recognized and must first be converted to a full license.

13.Can a Malaysian driving license be used in Cambodia?

Yes, but requires conversion. Cambodia recognizes official Malaysian licenses; holders can apply to the Cambodian Ministry of Public Works and Transport after entry with the original license and translation to exchange for a local license, usually requiring a medical certificate. The P license is not recognized and must first be converted to a full license.

14.Is a Malaysian driving license globally valid? Is that true?

Not entirely true. An official Malaysian license with an International Driving Permit (IDP) is usable in over 180 countries, but regions not party to the Vienna Convention, such as China and Taiwan, do not recognize IDPs and require local license conversion. The P license is not internationally recognized and cannot be used to apply for an IDP.

15.Is it true that getting a Malaysian license allows driving globally?

Not true. An official Malaysian license is only directly valid domestically and in some ASEAN/Commonwealth countries; elsewhere, it requires an IDP or local conversion. Countries like China, Taiwan, and Japan do not recognize IDPs and require passing local tests for license exchange. The P license is valid only within Malaysia and cannot be used for an IDP.

16.Can a Malaysian driving license be used as ID in Singapore?

No. In Singapore, a Malaysian license serves only as proof of driving qualification and cannot replace identification documents. Official ID in Singapore includes passports, Singapore NRIC, or work permits. For long-term stay or work in Singapore, use a passport or relevant permit as identification.

17.Can a Malaysian driving license be used in Hong Kong?

Yes, for short-term use. Malaysian license holders can drive in Hong Kong for up to 12 months without converting to a local license. For long-term residence, apply to the Hong Kong Transport Department for a full license via exemption within 12 months of arrival, submitting passport, original Malaysian license with translation, proof of address, etc.

18.Can a Malaysian driving license be used in Australia?

Yes. Malaysian license holders can drive in Australia but must carry an International Driving Permit (IDP) or an officially recognized translation of the license. Regulations vary by state; e.g., New South Wales allows driving on a valid foreign license for 3 months, after which a local license is required. Check specific state requirements before travel.

19.Can a Malaysian driving license be used in the UK?

Yes, for short-term use. Malaysian license holders can drive in the UK for up to 12 months from the date of entry without converting to a UK license. Beyond 12 months, apply for a provisional license and pass theory and practical tests. Note that driving is on the left side, so adapt to traffic rule differences.

20.Can a Malaysian driving license be used in Canada?

Yes, for short-term use. Malaysian license holders can drive in Canadian provinces for approximately 60 to 90 days (varies by province), after which a local license is required. Ontario allows 60 days, while British Columbia allows 90 days. Carry the original license and an official translation, and check provincial regulations.

21.Can a Malaysian driving license be used in New Zealand?

Yes. Malaysian license holders can drive in New Zealand for up to 12 months without converting to a local license. For stays over 12 months, apply to convert to a New Zealand license within 12 months of arrival, obtaining it after passing a theory test. Carry the original license and an English translation if not in English.

22.Can a Malaysian driving license be used in Japan?

No, not directly. Malaysian license holders must pass Japan's written and skills tests, or use an IDP to drive for up to 1 year. However, Malaysia is not a party to the Geneva Convention on Road Traffic, so its IDP is not recognized in Japan. Therefore, take local tests to exchange for a Japanese license.

23.Can a Malaysian driving license be used in South Korea?

Yes, for short-term use. Malaysian license holders can drive in South Korea for up to 1 year, but must carry an IDP or an officially recognized notarized translation. Beyond 1 year, exchange for a local license by passing a medical check and written test. Confirm the latest requirements with the Korea Road Traffic Authority.
